Suggestions on Education Bill to be incorporated in the subordinate legislation
ITANAGAR, Mar 14: The second day of the Consultative Meeting on the proposed Arunachal Pradesh Education Bill 2010 witnessed several student leaders and activists putting forward their views. The Bill is being placed in the ensuing Assembly session that begins from March 18 next.
Education Minister Bosiram Siram reiterated that the proposed bill would bring in landmark changes in the education scenario of the state.
The Education Minister assured that all the points will be taken into account and will be incorporated in the subordinate legislation that will be passed after finalization of the principal legislation in the Assembly.
Representatives from Arunachal Teachers Association (ATA), All Arunachal Pradesh Students Union (AAPSU), All Nyishi Students Union (ANSU), Rajiv Gandhi University Students Union (RGUSU), Arunachal Law Students Union (ALSU) and Arunachal Pradesh Rajiv Gandhi Panchayati Raj Sangthan (APRGPRS) Chairperson Jarjum Ete attended the meeting.

in schools, maintaining strict rules for teacher attendance and posting, indigenous
dress codes in schools to encourage local handloom sector, auditing of admission
fees, proper implementation of Mid Day Meal Scheme and recalling teachers deputed

Ete advocated inclusion of a member from the Women Commission and the Director of Women and Child Development in the State Council for Higher and Technical Education so that women are also properly represented. Calling for fifty percent ratio in the teachers of the state, Ete submitted that women should also be posted in places equally as men even if it’s a hard posting.
Earlier, Education Commissioner Hage Khoda underlined the major tenants of the Act, while Director Higher and Technical Education, Dr. Joram Begi briefed on the Arunachal Pradesh Council for Technical Education Bill 2010. Dr Begi informed that the Lyngdoh Committee Report would be strictly implemented in the state and the Free and Compulsory Education Act will be implemented in the state from April 1 next.
DGP Mehra calls for concerted effort to curb drug menace
Changlang, Mar 14: Director General of Police, Government of Arunachal Pradesh Vimla Mehra, while interacting with the Heads of Department of Changlang during a two days official visit expressing her concern over the large number of youth with drug addiction called for concerted efforts to curb it.
She said that it might be due to less parental control as many parents are addicted to the drugs themselves. She appealed the education department, medical department, relatives of such addicted persons to render their constructive role to eradicate this social menace.

But earlier, it was used in the right way and the use was limited up to festivals only and sometimes for medicinal purpose as people have belief that it cures severe diarrhea, indigestion. But gradually elderly people started using it day after day. Now major chunk of the population under this grip are youths. Once they get into addiction if they are not provided with opium they use brown sugar which no one knows where it comes from.

Rijiju procures Ambulance for Aalo District Hospital
ITANAGAR, Mar 14: Health and Family Welfare Minister, Tanga Byaling flagged off an ambulance for Aalo District Hospital at Hotel Arun Subansiri today. ABK demands exclusion of five Adi villages
ITANAGAR, Mar 14: Adi Baane Kebang has formed an impact assessment committee on the proposed implementation of Hydro Power Project in the Adi inhabited areas.
The committee will assess and examine the possible submergence of land, other aspects of the proposed power projects.
The kebang further adopted a resolution for exclusion of five Adi villages, Sido, Detak, Depi, Depimoli and Korang from the proposed Lower Siang district. Meanwhile, a seven member committee has been formed to study the proper demarcation of the village boundaries. It has also been resolved that the exclusion of the five villages should be done by taking into account of the traditional boundaries to avoid misunderstanding and future complications.
UAEA decides to sticks on its demands
ITANAGAR, Mar 14: Unemployed Arunachalee Engineers’ Association (UAEA) in a meeting held today here unanimously decided to make the UAEA registration mandatory.
It also decided to maintain its demands on strict implementation of recruitment rules in all departments of the state, 100% reservation of technical posts to APST in the state, stoppage of illegal appointments and immediate appointment of waiting list candidates. Though, the Expert Appraisal Committee of the Ministry of Environment & Forests, in their environment clearance letters, does mention the minimum river flow that the projects should ensure throughout the year, all such projects, to date have violated the regime of minimum river flow leading to irreversible impact on the aquatic species of the rivers like Teesta and Ranganadi.
Meanwhile ACR welcomed Chief Minister’s statement of intent that hydro projects will not be constructed if the local people do not want them. We also appreciate Chief Minister’s clarification on the reported statement attributed to him.
Scientific advisory committee meeting and awareness workshop
Basar, Mar 14: A Scientific Advisory Committee Meeting of Krishi Vigyan Kendra, West Siang District is going to be organized at ICAR Arunachal Pradesh Centre, Basar on March 15. Altogether 40 officials from Agri and all Allied Departments, Govt. of Arunachal Pradesh along with progressive farmer, farm women, NGO and entrepreneur of the district are expected to participate in the meeting.
The meeting will be chaired by Dr. R. Bhagawati, Joint Director, ICAR A. P. Center, Basar.
Dr. A. K. Gogoi, Newly Joined Zonal Project Director, Zone – III will be the chief guest of the meeting. He will also address to all the programme coordinators of different KVKs of Arunachal Pradesh.
Director, Agriculture, Govt. of Arunachal Pradesh Tago Basar, will be the guest of honor of the meeting. Achievements for the last year and action plan for the coming year of KVK West Siang will be presented by individual Subject Matter Specialist during the Scientific Advisory Committee Meeting.
Awareness workshop on issues of Agricultural Development and role of KVK in Arunachal Pradesh will be organized on 16th March, 2010 and all the Programme Coordinators of KVK of Arunachal Pradesh, all the Directors of line department of Arunachal Pradesh and Zonal Project Directors will take part in the meeting. During the workshop all the major issues of the states like “Protection of Farmers Right”, “Role of Agromet Advisory Service for farmers benefit” and “Agricultural Credit and Role of NABARD and all other relevant issues of KVK and agricultural development will be discussed thoroughly for working out the roadmap for future development. Strategy against Gutka and smoking
Dear Editor,
The failure of legislation to combat social evils appears to be most conspicuous so far as the consumption of the "Gutka" or smoking are concerned. Even the wide publicity given to the campaign against "Tiranga" and the picture of skeleton with the warning "Tobacco cause cancer" on all cigarette packets have turned out to be mere exercise in futility. The crusade launched against the pan shops selling Tiranga Gutka lasted only for a little while and now the sellers are displaying the poisonous tobacco packets more vigorously in the most decorative style as if to make up for the loss suffered by them for the period when the cops raided their shops and banned the tobacco packets from the market.
If no check is envisioned or devised by the elderly and enlightened persons of our
tribal state, which has a very small population as compared to other states of India,
there is a grave threat of the still incurable cancer devouring a large chunk of
our future generation. It should be kept in mind that passive smokers' would be the
worst to most tragic victims of cancer for no fault of their as the smoke emitted
by the smokers directly enters the lungs of the non-
It is quite tragic that the State Government which seems to be so much engrossed
in what are termed as "developmental activities' has not bothered to conduct an actual
statisticall survey of the local population which falls a prey to the vicious disease
like cancer, diabetes, district wise. A clear picture would emerge only after the
Health Department orders such a survey and the date is flashed in all newspapers
and given wide publicity through All India Radio, as the major population of the
State is still deprived of TV channels and other electronic facilities. This exercise
would be an eye-
Our main concern should be to nip the problem in the bud by following the precept `catch’em young'. The school going children should be made aware about the poisonous commodities. Especially, physical training instructors in schools should take a lead so that the number of smokers does not escalate in the future.
No small shop (pan gumti) selling these commodities should be allowed to be constructed within easy range of schools even in interior and remote areas where the younger generation is more susceptible to falling a prey to this vicious habit. State NGOs should also lend all their possible help in curbing this menace.
Only strong determination on the part of the real lovers of the state can help in the reduction and gradual eradication of the problems.
What are required are sound suggestion, persuasion, rehabilitation and not merely legislation.
